Legal Timeline - Tenement IHS-08005

  • The Cobrasco mining concession (IHS-08005X) was granted in 2012 by the National Mining Agency (ANM)

  • Cobrasco was put into Force Majeure - essentially suspended for 6 years

  • Following the 6 years of suspensions – The Cobrasco tenement is now considered to be in year 5 of the exploration timeline

  • The Colombian Mining Code allows for 11 years of exploration activity

  • At the end of the “exploration period”, the tenements transition to the “construction phase” – however exploration can continue during this process

Volador & the Environment

  • Cobrasco is located near to the city of Quibdó, capital of the department of Chocó

  • The mining concession IHS-08005X is found within the Pacific Forest Reserve zone.

    A significant distinction to note: A Forest Reserve is NOT considered to be a “national park” or a “protected forest”

  • For Forestry Reserves: Under “Resolution 110”, the Ministry of the Environment has developed a legal framework (essentially a guide) to allow for the approval of developmental activities, including exploration and mining to advance in these reserve areas.

  • For example; when more advanced infrastructure and ground disturbing activity is required, a “Forestry Extraction” is an application process whereby, through the submission of certain required data, the Ministry of the Environment will be able to evaluate and grant forestry removals to allow for the development activity to proceed

  • mportantly; Resolution 110 also allows for early exploration work, including drilling, to occur in a Forest Reserve under certain conditions (next slide).

 In mid-2022, the Colombian national government issued “Resolution 110”. This new set of legal guidelines allow for mineral exploration, including drilling, without requiring the approval of a formal forestry extraction

Volador is required to report on each area selected for drilling. To date, 4 reports, covering a total of 40 drilling platforms spread over the tenement, have been  submitted to the Ministry of the Environment

To date, Volador has completed drilling on 2 of the 40 reported platforms

Other required environmental permits are issued by the local environmental authority CODECHOCO.

Volador has 5 active water-use concessions and discharge permits issued by CODECHOCO

Community Support

The Consulta Previa Agreement helps support 9 Cocomacia communities

  • We believe that having a strong and open relationship with local community is vital for success. We are proud to have such strong support from the Cocomacia.

  • The Prior Consultation Agreement (“Consulta Previa” or CP) was a milestone event for both the Company and the COMMUNITY!

  • The CP was signed with the the “Comunidad Negra del Consejo Comunitario Mayor del Medio Atrato” – COCOMACIA on May 23, 2013

  • The Ministry of Interior participated in the CP negotiation process and was integral to its success, ensuring the community was properly informed at each stage of the process and guaranteeing a just and fair process for both parties

  • This agreement provides for the access and exploration of the Cobrasco project for a period of 10 years from the start of exploration activities. While the agreement was signed in 2013, Volador was only able to officially start its exploration program in August 2022. Thus, we are still in the first year of this agreement.

9  Cocomacia Communities that Benefit from the CP

CP Highlights

The CP agreement includes 3 main points:

  1. Financial support for “social projects” (directly benefiting each of COCOMACIA’s nine community zones).

  2. Direct Easement Payments to support COCOMACIA administration and community events.

  3. Direct Volador employment opportunities working directly at the Cobrasco Project.

  • To date, more than COP$300 million has already been invested into the local community directly related to this CP agreement (since August 2022).

Other Social Programmes

  • Volador provides local employment opportunities. We have already employed more than 40 local workers directly at Cobrasco. 

  • Indirectly, close to 600 people have benefited from our various projects and initiatives.

  • Volador assists and sponsors local community events and social development programmes including:

  • Education and school programme

  • Sporting events sponsorship and uniforms

  • Logistical assistance for community meetings

  • Food safety and support programme

  • Emergency medical evacuations

Socio-Environmental Programmes

Volador’s successful ongoing programs include three main components:

Environmental Patrols:

Volador’s environmental experts train local high-school students about protection and preservation skills and protocols. These tutorials are given alongside the Tutunendo river (the main local tourist attraction). The patrols take place on Sundays and holidays along with the local teachers and students from grades 10 and 11

Plant Nursery:

The Volador social-environmental team is currently assisting in the creation of a community nursery. The team is assisting with the seedling process and will then help manage the process to full nursery capacity. Proceeds from the sale of the plants, in the future, will help fund school events and initiatives. The excess seedlings grown will be used for other rehabilitation initiatives in the community.

Recycling Initiative: 

Volador has implemented a community recycling program. Students are shown how to identify and collect recyclable materials found around their communities. The students are incentivized to collect the most material to win prizes.

Government Relationshi


Local government:

Volador actively conducts most of its operations out of the capital city of Choco, Quibdo. We want to be a respected and trusted member of the business community and we feel it is important to have open lines of communication with local leaders. Shown on the right, the Quibdo Mayor visits Cobrasco.

National government:

Volador works with various associations and industry working groups in Colombia to have general and open dialogues with the national government. Through these channels and over the many years working in Colombia, the Volador team has had open and respectful interactions with individuals representing various ministerial departments.
